Dubai: His Excellency Major General Ahmad Mohammed Rafie, Assistant Commander-in-Chief for Administration Affairs at Dubai Police, and Major General Dr. Saleh Abdullah Murad, Director of the General Department of Human Resources, attended the Third Annual Scholarship Forum, which was held at Jumeirah Mina A’Salam Hotel and brought together department heads, scholarship students, and programme candidates.

Celebrating Excellence and Ambition

In his opening remarks, Major General Rafie welcomed attendees, emphasising that the forum is an annual event dedicated to recognising the achievements of scholarship students who embody Dubai Police’s commitment to investing in human capital and advancing knowledge and excellence.

He stated: “We stand with pride as we reflect on the inspiring success stories of our scholars worldwide. These students carry the message of Dubai Police and embody a spirit of dedication and distinction. This forum is not just a ceremony; it is a platform for sharing motivating success stories—narratives of perseverance, challenges overcome, and remarkable accomplishments in fields ranging from network security and cybersecurity to computer science, information systems, data analysis, medical sciences, genomics, oncology, forensic chemistry, criminal investigation, and defence system engineering. These vital disciplines align with modern advancements and support our efforts to enhance security and knowledge.”

128 Scholars Advancing Knowledge Worldwide

Dubai Police currently sponsors 128 higher-education students, 87 of whom study within the UAE and 41 of whom pursue their studies abroad in China, the United Kingdom, France, Serbia, and Malaysia.

Major General Rafie highlighted the significance of investing in human resources, stating that 1,734 students have benefited from Dubai Police’s scholarship programmes over the years. He also expressed pride in recognising a select group of outstanding scholars, candidates in the “Officer Preparation Programme,” and students who have contributed to awareness initiatives.

Addressing the students, he said: “You are the success story of Dubai Police beyond national borders. You carry the trust of knowledge and excellence. We believe in your ability to contribute further through creativity and innovation in your respective fields. Stay determined, uphold the confidence we have placed in you, and always proudly represent your institution and country. You are ambassadors of excellence and the bright future of our nation.”

Interactive Security Scenarios & Student Recognition

The forum featured an interactive session where scholarship students and programme candidates participated in developing security scenarios and exploring approaches to tackling specific crimes using strategic policing methods.

Additionally, outstanding students from both local and international institutions were honoured. Among them were 14 cadet officers from Dubai Police Academy, recognised for their efforts in delivering awareness lectures and workshops on security and criminal issues in universities and schools. These cadets were part of a 40-student cohort enrolled in the first edition of the “Your Awareness is a Responsibility” programme, organised by the General Department of Human Resources and Dubai Police Academy, which sent them on an educational programme to Liverpool, UK.

Commitment to Academic and Professional Development

Captain Fahd Al Shaer, Acting Director of the Scholarships and Recruitment Department at the General Department of Human Resources, emphasised that Dubai Police remains a leader in supporting and enhancing human capital development.

He stated: “Dubai Police places great importance on continuously developing its personnel by providing specialised training and academic opportunities both locally and internationally. This investment in education and professional growth is integral to Dubai Police’s long-term strategy to advance policing and security operations, ensuring that they remain aligned with modern advancements while anticipating future challenges.”
