Dubai Police Signs MoU with ISPCAN to Strengthen Global Efforts in Child Protection

Dubai: In a move that underscores its ongoing commitment to child protection and international cooperation, Dubai Police has signed a Memorandum of Understanding (MoU) with the International Society for the Prevention of Child Abuse and Neglect (ISPCAN).
The agreement, which was signed during the World Police Summit, aims to advance joint efforts in awareness, training, and scientific research to protect children from abuse and neglect.
The MoU was signed by His Excellency Major General Dr. Abdul Quddus Abdul Razzaq Al Obaidly, Assistant Commander-in-Chief for Excellence and Pioneering at Dubai Police, and Ms. Pragathi Tummala, CEO of ISPCAN.
A Shared Vision for Child Welfare
Major General Al Obaidly emphasised that the partnership reflects the UAE’s strategic vision for safeguarding children’s rights and reinforces Dubai Police’s societal and preventative role in fostering a safe and nurturing environment for all children.
“This partnership with ISPCAN represents a key milestone in Dubai Police’s efforts to establish a child-protective environment grounded in knowledge and global collaboration,” he said. “Protecting children is not just a legal duty—a moral and humanitarian responsibility we proudly uphold. Through this collaboration, we reaffirm our commitment to our leadership’s vision of making the UAE a global leader in child welfare.”
He added that the agreement would support the development of robust early intervention systems and protective frameworks to ensure a safe future for every child living in the UAE.
Global Expertise for Local Impact
Ms. Pragathi Tummala expressed her pride in partnering with Dubai Police, noting that ISPCAN would bring its decades of global expertise to support the development of effective, evidence-based child protection mechanisms in Dubai.
“Dubai Police has demonstrated a clear and continuous commitment to protecting children’s rights and developing highly capable national teams,” she said. “We are proud to contribute to this distinguished partnership by offering innovative, sustainable solutions grounded in science, training, and global best practices.”
A Model for International Collaboration
The agreement is a model for collaboration between local and international institutions in child protection. It marks an important step toward building an integrated system that prioritises children’s safety and wellbeing.
Under the MoU, Dubai Police and ISPCAN will collaborate on research projects, innovation initiatives, capacity-building programmes, and the development of child protection training frameworks.
