Dubai Police and NCEMA Conclude Crowd Management Course for 29 Participants

Dubai: Brigadier Expert Engineer Marwan Mohammed Singel, Assistant Director of the General Department of Airport Security at Dubai Police, attended the closing ceremony of the Crowd Management Course. The course was organised by the Dubai Civil Aviation Security Centre – the Middle East Regional Centre of the International Civil Aviation Organization (ICAO) – at the General Department of Airport Security, in collaboration with the National Emergency Crisis and Disaster Management Authority (NCEMA) , over three days, with the participation of 29 personnel from the General Department of Airport Security.

During the graduation ceremony, Brig. Singel emphasised that organising this course reflects Dubai Police's commitment to transferring specialised knowledge and skills and qualifying national cadres according to the highest international standards in crisis and crowd management.

He added that ongoing cooperation with NCEMA represents a fundamental pillar for enhancing readiness and strengthening capabilities to handle various scenarios efficiently and professionally – keeping pace with the UAE's global reputation in organising and managing major events, vital facilities, and critical infrastructure.

Meanwhile, Lieutenant Colonel Jamal Ali, Director of the Dubai Civil Aviation Security Centre, praised the distinguished level and great commitment shown by the officers participating in the course. He affirmed that the Centre will continue to enrich the annual training plan with more specialised programmes that raise the efficiency of personnel at the General Department of Airport Security in various fields, particularly in crisis and crowd management at airports.

The course featured an intensive training programme, covering the analysis of crowd management theories, the concept of crowd management, the crisis and disaster management system, and the stages of prevention, preparedness, response, and recovery. It also addressed the role of technology in public guidance and automated crowd management analysis – especially at airports.
