Dubai: Dubai Police is inviting police officers from around the world to join the fourth cohort of its Policing Innovation and International Leadership Diploma (PIL), building on a programme that has already brought together 156 participants representing 69 countries.

Organised in cooperation with Rabdan Academy, the specialised diploma brings international police professionals into a shared learning environment where academic knowledge is combined with practical training and policing experiences from around the world.

Registration is open to police officers from both the UAE and overseas.

69 Countries and Growing

Major General Badran Saeed Al Shamsi, Assistant Commander-in-Chief for Academy and Training Affairs at Dubai Police and Head of the Diploma Project, said the fourth cohort builds on the programme’s development as an international platform for preparing police leaders and facilitating the exchange of knowledge and experience between security organisations.

“Since the launch of the diploma, the total number of participants has reached 156 from 69 countries, including 130 men and 26 women,” he said.

He noted that participation has continued to grow, from approximately 45 participants in 2024 to 53 in 2025 and 58 in 2026, reflecting increasing international confidence in the programme.

“These figures are not simply numbers to us. They reflect the commitment of police leaders to participate and then take the knowledge, expertise and experiences they gain back to their organisations and countries,” Major General Al Shamsi said.

He added that this exchange contributes to developing security systems founded on innovation, future foresight and international cooperation.

Preparing Police Leaders for What Comes Next

The diploma is designed around challenges that are increasingly shaping modern policing.

Participants develop capabilities in leadership, police innovation, future foresight, security planning, risk management, digital transformation and modern technologies, while learning how to develop more flexible, proactive and sustainable policing solutions.

The programme combines academic, practical and training components and draws on international academic and professional expertise in security, leadership and innovation.

AI and Technology Join the Leadership Agenda

Brigadier Mohammad Atiq Thani, Director of the Dubai Police’s Regulatory Office and Deputy Head of the Diploma Project, said Dubai Police and Rabdan Academy continue to develop the programme to keep pace with global developments in leadership, innovation, technology, artificial intelligence and future foresight.

The aim is to provide an integrated educational and training experience capable of preparing leaders to respond to security challenges efficiently, flexibly and proactively.

He said the fourth cohort will build on the achievements of previous editions while attracting more police talent and leaders from around the world.

“The objective of the diploma goes beyond transferring knowledge. It is about developing leaders capable of creating a real and sustainable impact on the future of policing, developing innovative solutions and strengthening international security cooperation,” Brigadier Thani said.

A Global Network of Police Leaders

International participation also gives officers the opportunity to learn from different policing models and practices and exchange experiences with colleagues working in different security environments.

This helps create an international network of police leaders who can take knowledge and expertise back to their respective organisations and adapt it to their own operational environments.
Dubai Police sees this international exchange as an important part of the programme, strengthening professional relationships between security institutions while encouraging the sharing of modern policing practices.
