Dubai: Four government entities have joined forces to launch ‘Masar Wellness’, the UAE’s first national digital platform dedicated to supporting individuals recovering from addiction through every stage of treatment, rehabilitation, community reintegration, and empowerment.

The initiative, launched by Dubai Police, Dubai Public Prosecution, the Community Development Authority, and Erada Centre for Treatment and Rehabilitation, provides a unified digital ecosystem that connects all relevant entities to ensure continuous care, improve coordination, enhance long term recovery, and reduce the likelihood of relapse.

The platform was officially launched at Emirates Towers in the presence of His Excellency Abdulla Mohammed Al Basti, Secretary General of The Executive Council of Dubai, His Excellency Chancellor Essam Al Humaidan, Attorney General of Dubai, His Excellency Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police, Her Excellency Hessa bint Essa Buhumaid, Director General of the Community Development Authority, Jamal bin Huwaireb, Chief Executive Officer of the Mohammed bin Rashid Al Maktoum Knowledge Foundation, Major General Eid Mohammad bin Thani, Assistant Commander in Chief for Criminal Investigation Affairs at Dubai Police, Abdulrazzaq Al Amiri, Chief Executive Officer of Erada Centre for Treatment and Rehabilitation, alongside senior officials, officers, and representatives of partner entities.

As the first specialised platform of its kind in the UAE, ‘Masar Wellness’’ manages the recovery journey through a single electronic system that brings together all relevant organisations. It ensures continuity of care beyond treatment while delivering integrated services tailored to each individual’s needs, improving follow up, rehabilitation, and long term empowerment.

Lieutenant General Abdulla Khalifa Al Marri said the launch marks a new milestone in government integration and reflects the leadership’s vision of building an advanced, people centred system that harnesses the latest digital technologies to deliver lasting social impact.

He stressed that recovery does not end when an individual leaves a treatment centre. Instead, it marks the beginning of a new phase requiring continuous psychological, social, and professional support. By connecting all partners within a unified digital framework, the platform ensures uninterrupted services, increases the likelihood of successful recovery, and reduces the risk of returning to substance abuse.

He added that the initiative demonstrates the shared commitment of security, judicial, health, and social institutions to work together in protecting society, enhancing quality of life, and supporting Dubai’s vision of building a safer and more stable community.

Chancellor Essam Al Humaidan said the platform represents an advanced model of government integration by unifying procedures and enabling secure data exchange between partner entities. He noted that the system ensures continuous follow up for recovering individuals while improving the efficiency of judicial and social support services and enabling faster intervention whenever needed.

Her Excellency Hessa bint Essa Buhumaid said the platform represents a significant addition to Dubai’s social services ecosystem and reflects the government’s commitment to delivering integrated, people centred services throughout every stage of recovery.

She highlighted that community reintegration and empowerment are among the most important phases of recovery, helping individuals rebuild stable family and social lives through coordinated and sustainable support.

Abdulrazzaq Al Amiri described the platform as a transformative step in supporting individuals recovering from addiction by extending care beyond treatment into a comprehensive system of follow up, rehabilitation, and empowerment in partnership with relevant organisations.

He said the platform provides a unified mechanism for securely exchanging information and monitoring cases while maintaining the highest standards of confidentiality and privacy. This enables more effective treatment and rehabilitation plans and supports a seamless transition towards active participation in family, professional, and community life.

He added that the success of recovery should not be measured by completing a treatment programme, but by an individual’s ability to maintain recovery and build a stable, productive future. He described the platform as a pioneering national model that places people at the heart of the recovery process while advancing the UAE’s objectives in prevention, treatment, and rehabilitation.

The platform offers a fully integrated digital journey across four key stages: treatment, rehabilitation, community reintegration, and empowerment. It enables partner entities to monitor treatment and rehabilitation plans, track progress, document recovery milestones, manage interventions, and use data driven insights to enhance future programmes and policies.

Built on a unified digital infrastructure connecting all four partner entities, the platform standardises procedures, accelerates case management, and creates a comprehensive electronic record that follows each recovering individual from admission into treatment through to reintegration and empowerment.

It also monitors adherence to treatment plans, encourages family involvement as part of the support system, identifies early indicators requiring intervention, and strengthens cooperation between partners in delivering integrated health, psychological, social, and rehabilitation services.

The launch of ‘Masar Wellness’’ reflects the partner entities’ commitment to harnessing digital innovation to enhance government services and establish a comprehensive national model for managing recovery journeys. The initiative further reinforces institutional collaboration while supporting the UAE’s vision of enabling recovering individuals to regain their active role in society and build stable, productive lives.
