Dubai Police Deputy Commander-in-Chief Confirms that Human Capital is at the Heart of Force’s Success

Dubai: “Our people are the beating heart of Dubai Police and the cornerstone of its institutional success.” With these words, His Excellency Dr Major General Ahmad Zaal Bin Krishan Almuhairi, Deputy Commander-in-Chief for Administrative and Financial Sector, highlighted the vital role of human capital in driving Dubai Police’s excellence and leadership.
Major General Almuhairi explained that the force’s achievements are not just the result of advanced systems and smart services, but of the dedicated men and women who keep Dubai Police at the forefront of innovation. He explained that the strong support of the leadership, particularly in adopting digital transformation for human resources services, has allowed the force to overcome challenges and achieve outstanding progress in institutional performance.
A Visit Focused on People and Progress
Major General Almuhairi made his remarks during an inspection visit to the General Department of Human Resources, accompanied by His Excellency Major General Dr Saleh Murad, Assistant Commander-in-Chief for Administration; Brigadier Rashid Nasser, Director of the General Department of Human Resources; Deputy Director Brigadier Abdullah Muftah; and several senior officers.
The visit was an opportunity to review achievements, discuss future plans, and emphasise Dubai Police’s commitment to building a world-class working environment.
Strategic Indicators Achieved
During the meeting, the department presented its strategic indicators for the current year, highlighting progress that has contributed to making Dubai Police an even more attractive and competitive workplace.
Towards a Paperless, Bureaucracy-Free Future
One of the key themes of the visit was the continued digital transformation of human resources services. Major General Almuhairi and the HR team examined challenges and outlined future plans to:
• Upgrade internal systems for faster response,
• Ensure seamless integration between platforms, and
• Reduce — and ultimately eliminate — bureaucratic procedures.
This vision aligns perfectly with the UAE Government’s drive to simplify processes, boost efficiency, and enhance overall performance.
Empowerment and Development at the Core
The review also included updates on:
• Human capital statistics across all sectors,
• A major project to standardise HR operations and systems, and
• Future initiatives designed to provide departments with skilled professionals and strengthen employee empowerment programmes.
The department further showcased its annual plan for talent development, supported by a dedicated budget for training and professional growth. The plan aims to sharpen skills, expand knowledge, and ensure Dubai Police staff continue to perform their duties with the highest level of competence.
A Word of Appreciation
At the end of the visit, Major General Almuhairi personally thanked the HR team for their hard work and determination to innovate. He described the General Department of Human Resources as “one of the main pillars of Dubai Police”, given its direct role in building the organisation’s reputation as a world leader in policing.
He also encouraged staff to continue their efforts, expressing confidence that their projects and dedication would deliver further transformative milestones and strategic achievements in line with Dubai Police’s ambitious vision for the future.
