Dubai: For Major Expert Engineer Abdullah Rashid Al Ali, bringing police officers from 45 countries together was about far more than exchanging knowledge. It was an opportunity to understand vastly different security environments, test leadership skills alongside international counterparts and build professional relationships that could support real world police cooperation long after the programme concluded.

Al Ali, from the General Department of Forensic Sciences and Criminology at Dubai Police and a member of the Dubai Police Scientists Council, participated in the third edition of the Policing Innovation and International Leadership Diploma (PIL), representing the UAE among law enforcement professionals from around the world.

He joined the programme, which was organised by Dubai Police in collaboration with Rabdan Academy,seeking continuous professional development, future foresight tools that could help lead institutional change, exposure to international policing best practices and direct engagement with leading security professionals.

Different Environments, Common Purpose

Working alongside officers from diverse policing environments gave Al Ali insight into security challenges rarely encountered in the UAE.

He cited examples including the theft of water supply routes in some countries, demonstrating how geographic and social conditions can fundamentally shape security priorities. Discussions also highlighted differences in perceptions of personal freedom across European and Asian societies.

Yet beneath those differences, he found a shared foundation.

Al Ali said the core mission of policing remains consistent, built around maintaining security and enforcing the law. The experience strengthened his conviction that understanding cultural contexts and respecting social diversity are essential to effective modern policing.

Taking Dubai Police’s Experience Global

The programme also gave Al Ali an opportunity to share Dubai Police’s experience with officers from Europe, South America and Africa, particularly its approach to innovation, institutional excellence and police leadership.

“Dubai Police has established a distinguished global position among law enforcement organisations. This is the result of a forward looking vision and a proactive approach to adopting modern technologies and keeping pace with rapid developments, while maintaining the highest standards of quality, efficiency and safety across its various specialisations,” he said.

Al Ali said Dubai Police has become a global reference for innovation, institutional excellence and police leadership, reflecting the maturity of Emirati policing expertise and its growing contribution to international knowledge exchange.

Leadership Tested in the Field

PIL combined advanced academic development with intensive physical training and tactical field exercises, an approach Al Ali described as one of the programme’s most valuable features.

Alongside officers from different countries, he participated in shooting competitions, special forces challenges and simulated crowd control scenarios.

He said operating under pressure in multicultural teams strengthened his field leadership, decision making and teamwork capabilities, reinforcing his belief that genuine leaders are also developed through practical experience.

Transformation Begins with People

Another major lesson was the importance of placing people at the centre of institutional transformation.

Al Ali said the diploma gave him a deeper understanding of the appropriate timing, stages and implementation of organisational change.

“The diploma helped me understand the optimal implementation, timing and stages of institutional transformation. It demonstrated that solutions and organisations that place people at the centre are best positioned to create lasting impact,” he said.

Beyond Digital Connections

For Al Ali, however, one of the programme’s most important outcomes cannot be measured simply through training hours or academic content.

Despite advances in global communications, he believes direct human relationships remain indispensable to international police cooperation.

Having a trusted colleague in another country who has shared the same training experience and can respond immediately when professional cooperation is required, he said, represents the true value of an international policing network.

He believes programmes such as PIL can therefore play a pivotal role in developing a global network of policing professionals centred in the UAE, strengthening the country’s position as an international hub for policing excellence.

Representing the UAE

Al Ali described representing the UAE among participants from 45 countries as both “a great honour and an immense responsibility.”

The experience, he said, allowed him to carry the UAE’s values of tolerance, openness and leadership into an international setting while demonstrating the country’s position as a global model in security, safety and future focused thinking.

He now plans to transfer the methodologies and knowledge gained through PIL to his colleagues at Dubai Police and continue developing the international relationships established during the programme, supporting Dubai Police’s strategic objectives and contributing to community safety and happiness.

Reflecting on what the experience ultimately meant to him, Al Ali said:

“The most rewarding part of this experience is knowing at every moment that you are not representing yourself alone, but an entire nation and its people.”
