Dubai: The Community Development Authority in Dubai (CDA) has launched Phase Two of the “Ethraa” program, a pioneering initiative designed to enhance the institutional performance of public-benefit associations and strengthen the sustainability of their social impact through an upgraded framework of organizational standards.

Phase Two is built on three main pillars encompassing eight core standards and 23 sub-standards, aligned with international best practices in governance, institutional efficiency, and social impact measurement. These standards enable participating organizations to assess their capabilities with precision, elevate their operational performance, and ensure lasting community outcomes.

A total of 126 licensed public-benefit associations in Dubai are taking part in this phase, fostering positive competitiveness, knowledge exchange, and a culture of institutional excellence within the social sector.

The program aligns with the Dubai Social Agenda 33 and “We the UAE 2031”, reinforcing Dubai’s position as a global hub for social innovation and a leading model for building transparent and sustainable non-profit ecosystems.
